BHP Law is pleased to announce the expansion of its Court of Protection Property and Affairs team with the appointment of experienced Costs Draftsman, Scott Kemp. This strategic move strengthens the firm’s service offering by introducing specialised cost drafting services, available both internally and externally to other Court of Protection professionals.
Scott brings nearly a decade of expertise in legal costs, with extensive experience in preparing Bills of Costs for Personal Injury, Clinical Negligence, and Court of Protection (COP) matters. His career has been dedicated to COP costs, having worked with a broad spectrum of professional deputies, from large national law firms to local practitioners.
His wealth of experience enables him to provide tailored advice to clients, ensuring optimal cost recovery from assessments. Scott has also successfully prepared numerous reassessment requests and appeals, leveraging his in-depth knowledge to secure the best possible outcomes.

As part of this expansion, BHP Law is proud to introduce cost drafting as a new service, reinforcing its commitment to providing expert legal support. The Cost Drafting team brings extensive experience in preparing Bills of Costs for assessment at the Senior Courts Costs Office (SCCO), offering specialist knowledge to support the wider Court of Protection team.
In addition to assisting internal teams, they will work with external professional deputies, preparing Bills of Costs, N258B forms, and providing guidance on instructed matters. Their expertise will be invaluable in helping clients navigate assessment procedures and billing best practices.
Furthermore, the team will offer tailored time-recording training and advisory sessions, designed to maximise cost recovery and efficiency, ensuring the best possible outcomes for clients.
